Biography


Kathy Carmody has worked with people with I/DD and agencies that support them for over 35 years. Kathy’s professional roles have included Senior Fellow at the Taylor Institute; Director of the SPICE Project which laid the groundwork for community residential services in Illinois; Director of the Choice and Integration Project; and several Executive-level positions at Ray Graham Association including Chief of Staff. Kathy began her career as a DSP for the Washtenaw County ARC in Michigan in the early 80’s. Since joining the Institute in 2015, Kathy has been involved in several statewide policy initiatives including leading the team that developed the person-centered planning process used throughout the HCBS system in Illinois; the Employment and Economic Opportunity for People with Disabilities Task Force and partnering with CQL to provide statewide training and resources focused on the HCBS 2014 Rule. Kathy serves on numerous statewide committees and workgroups and serves as Chair of the Consumer Advisory Committee for the Institute on Development and Human Disability at the University of Illinois.

Kathy has a Master’s Degree is in Social Service Administration and Policy from the University of Chicago and is a graduate of the National Leadership Consortium on Developmental Disabilities at the University of Delaware
