Section 508 Questions and Answers

Technical questions can arise in applying the Section 508 Standards to the various types of information and communication technologies (ICT) that they cover in the federal sector. In this webinar, Section 508 Specialists at the U.S. Access Board and the General Services Administration (GSA) will provide answers to common questions about the 508 Standards. They will address use of the 508 Standards in ICT acquisitions, validating conformance with the standards, available Section 508 tools and resources, the 2021 revision of the Federal Acquisition Regulation, development of an ICT Testing Baseline portfolio, and other topics. This session is intended for entry-level to intermediate audiences, but all are welcome to join. This webinar will include video remote interpreting (VRI) and real-time captioning. Questions can be submitted in advance of the session or can be posed during the live webinar.

Questions for presenters:

1 What are some best practices for making maps accessible?
2 How can a graphic designer use expressive typography to meet accessibility requirements? Are there workarounds in Adobe Acrobat that could be input for assistive technology?
3 What are some best practices for Virtual Rooms? What are the best platforms to design, KRPano? Marzipano? Are there easy ways to remediate the character encoding issue errors in a PDF, aside from attempting to correct with PreFlight tools or deleting text and re-entering in a similar font?
4 What are some new or current good/best practises for evaluation Accessibility Conformance Reports (ACRs), based on the VPAT? What terminology should we use - Pass/Fail, Acceptable/Unacceptable, or what?
5 What accessibility guidelines govern in Public Rights of Way?
6 Do auto-generated captions (like through YouTube, Zoom, Microsoft Teams, Facebook, etc.) satisfy the requirement for live-captions or closed-captions?
7 Do Facebook/Instagram stories support Alt Text? If not, are there other ways to make this feature accessible, or should we avoid use altogether?
8 As the accessibility requirements (audio description, captioning, ASL, etc.) in Section 508 are applicable to federal agencies, are they also applicable to federally funded entities? For example, when a state agency receives federal funding, and then awards those federal funds as grants to organizations to conduct programs/projects; are the products and materials (videos, brochures, events, training materials, PowerPoints, etc.) created through that federal funding required by law to be fully accessible?
