Biography


Scott Windley currently works at the US Department of Housing and Urban Development (HUD) in the Compliance and Disability Rights Division (2024 – Present), the US Access Board (1997 – 2024), and as an intern architect in Raliegh, NC and Moscow, ID (1992-1997). Mr. Windley received a Bachelor of Architecture from the University of Idaho.

Mr. Windley worked on the public rights-of-way rulemaking, and the updates to the ADA and ABA standards, he provides technical assistance and training in all aspects of accessible design and construction issues and requirements. Currently at HUD Mr. Windley is focused on accessible housing under the Fair Housing Act and Section 504 of the Rehab Act. He has given many presentations to students, advocates, and professionals on accessibility issues and guidelines, across the country for 30 years.
